Statistical analysis is all about reasoning under uncertainty given that we almost never have complete information. So how do we make the wisest decisions given the available evidence? We call the process inference testing to decide about statistical significance.

In addition to making decisions, we also want to have a sense of the likely practical impact of that decision. In educational terms we want to have a sense regarding a new learning strategy or a new policy decision regarding it's subsequent practical impact. We can this measure effect size and it is the statistical indicator of practical significance
